My professional opinion

  

The home we saw yesterday looks great in person & the green space behind the home adds value for the right family.
 
Based on the sold comps I'd expect this home to sell around the $470,000 range so your initial thought of a $470,000 is in line with the market average.
 
The main hurdle of getting the seller to agree to a $470,000 selling price is that it's only been on market for 5 days; however, every seller's situation is different & with the right offer they might accept that.
 
I don't believe that they'll reduce it to $470,000 & give an additional seller credit to cover a rate buydown but I'd recommend asking for $15,000 in addition to the $470,000 selling price as a starting point of negotiation.
 
I did find out that the land directly behind the home is owned by the City of Pflugerville & is currently zoned for farms.
 
That means homes will likely not be built there anytime soon.
 
You may also want to consider 16705 Marcello Drive since that is about the same size as 18816 Elk Horn, priced at $449,999, single story, closer to Lake Pflugerville & has a 2.5 assumable FHA mortgage.
